This manual aims to assist criminal justice practitioners to ensure that community-based measures are used effectively and do not discriminate against minority or marginalised groups, or those that experience vulnerability in the criminal justice system due to specific personal characteristics, background or circumstances. It highlights key international standards and practical challenges in delivering criminal sanctions and measures to individuals with mental health illness or minority background, and identifies actions that can – and should – be taken by practitioners across the justice chain to support non-discrimination.
Developed as part of PRI’s project promoting non-discriminatory alternatives to imprisonment across Europe, the manual draws in particular on research conducted in Hungary and Portugal, as well as training conferences and workshops held with national stakeholders in both countries in 2022. It should be read in conjunction with the presentations and resources produced and referenced at the training events. Click on the manuals below in English or Hungarian.
