The foundation of the prison and probation service is based upon different laws and regulations. This can be both national and international laws and regulations. The competence about the laws and regulations with the staff is a very important factor. Compliance, clarity and transparency about the rules is also important and affects the trust for the state and the prison and probation services ability to execute the punishment.
The working and the structures should be formed by and comply to the laws and regulations controlling the prison and probation service.
